The end of autumn semester in York ヨーク大学の秋学期ほぼ終了

ヨーク大学の授業も今週末で終了です。経済学やマネージメントなど、新しい分野を開拓できて面白かったです。
Just finished autumn term at York University. The interesting things are new fields I have explored there such as Economics and Management programmes.

また、環境経済学のエッセーを提出しました。お題は、「最も経済効率的な戦略を考える上で、気候変動の適応に対する投資は、緩和行動に対する投資よりも後であるべきか、それとも同時にすべきか」
Also, I submitted the essay in Environmental Economics. The question is "In terms of economic efficiency, which is true whether investment in adaptation should be made later than mitigation investment or investment in adaptation should be made now as the same time as mitigation.

自分の結論としては、最適な戦略は両方あり得るし、それは状況次第ということ。すなわち、1)気候変動影響の不確実性、2)気候変動インパクトの種類、3)採用する割引率の違い、4)技術イノベーションへの投資可能性、5)適用への対応可能性(特に財政的観点から)、そして6)倫理的側面、すなわちどの程度汚染者負担原則を考慮するのか。
My conclusion is that both strategies would be correct, which depends on context - such as 1) uncertainty of climate change impacts in the future, 2) types of damages of climate change, 3) discount rate, 4) probability of investment in technological innovation in the future , 5) ability to pay and adapt, and 6) ethical perspective that is to what extent the Polluter Pays Principle taken into account.

この考慮すべき要素をアメリカに当てはめると、1)から5)では早期の適応が基本的により経済効率的になり得て、特に6)の観点で汚染者負担原則を考慮しない場合、特にこの傾向が強くなると予想される。反対に、もし汚染者負担原則をより考慮した場合、適応に対する投資の割合として、途上国への投資が相対的に増えるため、より遅い投資が選ばれうると考えられる。
If these six factors applied into US case, the factors from 1) to 5) would recommend early investment in adaptaion, along with 6) Polluter Pays Principle less considered. On the other hand, if the US considered 6) aspect, more Polluter Pays Principle taken into account, later investment in adaptation would be increased rather than the case in which only domestic cost and benefit considered. This is because the US money should be more likely to outflow into developing countries where reactive adaptation could be more preferable rather than US
